On the Construction of Qualification System for Cultural and Creative Personnel

Abstract

Along with the rapid development of China’s cultural and creative industry, the demand for the construction of the qualification system targeted at the practitioners of this industry is increasingly urgent. On the basis of the existing challenge of China’s cultural and creative industry, in this paper, a theoretic suggestion is made to the construction of the qualification system for cultural and creative personnel with Chinese characteristics through the literature research, behavioral event interview, comparative analysis, qualitative assessment and field investigation. The author proposes a “concentric triple axis†cultural and creative personnel qualification certification system framework, which is supported by the occupational qualification element of the benchmark axis, the occupation categorization of the occupational category axis and the longitudinal energy categorization of the verification axis. The framework, with “creative capability†as its core, can be linked up with the international authority, namely, the British RQF system, through the conversion of the level.
