State-Owned Agricultural Land Managerial Experience of Germany and Ukraine and Its Enlightenment

Abstract

There were some problems in the process of institutional change of Chinese state-owned farm reformation ， such as fuzziness of property right, high transaction cost, and these problems to the disadvantage of boosting agricultural production efficiency. It was faced with the objective requirement of effective management state-owned agricultural land and maintaining agricultural production efficiency at the same time. Legal framework, implement organization and management style of Germany and Ukraine in the process of state-owned agricultural land management and privatization were introduced in this text, propose enlightenment to institutional change and property reform of our country’s state-owned agricultural land.
